By default (even with QoS disabled) Windows XP Professional reserves up to 20 percent of your connections bandwidth. This tweak will override this reserve and become effective immediately after the tweak is applied. But you must make sure the two prerequisites below:

1. You must log on as Administrator only, not as a user with Administrator privileges.
2. Your computer is pre-installed with Microsoft Windows XP Professional.

1. Click [Start] [Run]
2. Type “gpedit.msc”
3. You will see [Local Computer Policy]
4. Expand the [Administrative Templates] branch
5. Expand the [Network] branch
6. Highlight [QoS Packet Scheduler]

8. Check [Enabled]
9. Change [Bandwidth limit %] to 0%
